Nicole Lovewine and her partner Detra Brown gathered outside with several neighbors in the Young Terrace community shortly after returning home from get off work on Wednesday.

When 45-year-old Lovewine and 42-year-old Brown were talking to other adults, about a dozen children were playing nearby. Some people jumped on the trampoline that Lovewyn bought after the closure of a nearby entertainment center.

At about 6 pm, a car stopped and everything changed in an instant. The neighbor said that she was a 42-year-old woman who had lived in the community for more than ten years. She asked not to be named.

The neighbor said that when the car stopped, the back door opened and Lovewine's 19-year-old daughter jumped out. Immediately afterwards, a young man walked out from the side of the co-pilot. The gunfire soon came.

Lovewine's son, the neighbor said that he was 10 or 11 years old and was one of the children playing outside. He ran to his mother's body and lay on it.

The neighbor said that the boy was crying and he begged his mother to get up.

More than four hours later, the police detained a suspect: Ziontay Brian Ricardo Palmer, 19, of Virginia Beach, who was reportedly related to Lovewine's daughter.

Palmer was charged with three counts of second-degree murder, two counts of malicious assault, and several gun charges. He was summoned in the Norfolk General District Court on Thursday and ordered to be released without bail. He declined an interview request from the Virginia pilot.

Police said Palmer was arrested shortly after the shooting occurred near the 800 block of Whitaker Lane around 6pm on Wednesday.

The police said preliminary investigations indicated that the shooting was related to the family.

According to court documents, one of the charges of malicious injury and one of the gun charges were filed in the Juvenile and Family Relations District Court, which handles criminal cases involving relatives or related persons. The rest has been submitted to the ordinary district court.

The bail decision in Palmer’s court documents stated that he had recently returned to the area, but did not mention where he had been or how long he had been away.

Norfolk Police Chief Larry Boone said in an interview at the scene Wednesday night that four victims were shot to death while helping the first victim.
